For mobile users:
1. Download droidvpn and Sign up in droidvpn.com
2. Open app and login.
3. Goto settings and put the udp port.
4. Set the apn in android settings. (Apn and udp port is in the attachment)
4. Press connect in Droidvpn.

For PC users:
1. Download PD-Proxy and sign up.
2. Install it and login.
3. In setting put the udp port and in dongle connect with the apn provided in attachment.
4. connect pdproxy.
